The recent Hanoi Tourism Festival 2025, themed “Experiencing Hanoi 2025,” showcased the city’s commitment to attracting this lucrative segment, highlighting upgraded tourism products and a strategic approach to meeting the specific needs of Muslim travelers. This strategic move positions Hanoi as a frontrunner in tapping into a largely untapped market with immense potential.

The Untapped Potential of Halal Tourism

The Halal tourism market, encompassing products and services compliant with Islamic principles, represents a significant and rapidly growing economic force. With over 2.2 billion Muslims globally and 57 member states within the Organization of Islamic Cooperation (OIC), the market’s sheer size is undeniable. In 2023 alone, global Muslim travelers spent over $220 billion on tourism, a figure projected to surpass $300 billion by 2026. Key markets like Malaysia, Indonesia, India, and the Middle East demonstrate a rising middle class actively seeking high-end travel experiences while adhering to Islamic principles. This necessitates destinations meeting stringent requirements: stunning locations, halal-certified services, religious sensitivity, and a safe environment for Muslim women.

Hanoi’s proximity to major Muslim centers, abundant natural resources, and open cultural environment position it favorably within this burgeoning market. According to Mr. Nguyen Quy Phuong, Head of the International Relations and Tourism Promotion Department at the Vietnam National Administration of Tourism (VNAT), Vietnam’s large and youthful Muslim population, coupled with a robust economy, creates a significant and discerning consumer base with high spending potential. This, he stated, presents not just a niche market but an opportunity for destinations that understand and embrace this evolving, culturally sensitive consumer trend.

Projections indicate that the Muslim population will reach 2.47 billion by 2034, with 70% under 40 years of age – a dynamic demographic known for its travel enthusiasm. Furthermore, the proportion of Muslims within the working-age population is also projected to rise to 19%, indicating sustained long-term growth.

The RIDA Model: A Sustainable Approach to Halal Tourism

Mr. Phuong introduced the RIDA framework, a model for sustainable halal tourism development built on four pillars: Responsibility, Integrity, Delightful Experiences, and Digital Accessibility. “RIDA,” meaning satisfaction and contentment in Arabic, encapsulates the core objective of halal tourism. Significantly, Mr. Phuong highlighted the model’s alignment with Vietnam’s commitment to sustainable and responsible tourism practices.

Hanoi’s Existing Strengths and Challenges

Hanoi already boasts several strengths in attracting Muslim tourists. In 2024, the city welcomed 650,000 Muslim visitors, constituting 15% of its international tourism. The Indian market alone experienced a remarkable near 40% increase. This success stems from Hanoi’s modern infrastructure, rich historical heritage, and the presence of the Al-Noor Mosque – the only mosque in Vietnam, serving as a crucial spiritual hub and a symbol of cultural exchange between the Muslim community and the local population. Many five-star hotels and restaurants in Hanoi already offer halal cuisine, catering directly to the needs of Muslim travelers. International travel websites like TripZilla and Numbeo consistently rank Hanoi as a safe and women-friendly city, a paramount consideration for Muslim travelers who prioritize ethical tourism, privacy, and family values.

However, Mr. Tran Trung Hieu, Deputy Director of Hanoi Department of Tourism, acknowledged that translating this potential into a competitive advantage requires a more comprehensive halal tourism strategy integrated into the overall city planning, ensuring religious security and national sovereignty. He emphasized that this is a relatively new area for Vietnam, demanding collaborative efforts from government agencies, businesses, and international organizations.

Systemic Bottlenecks in Hanoi’s Halal Tourism Development

Despite these inherent advantages, Hanoi’s halal tourism faces systemic challenges. These include a lack of standardized halal certification processes, insufficient supporting infrastructure, and a shortage of personnel adequately trained in Muslim culture. Specifically, there’s a significant gap in both the quantity and quality of halal tourism professionals. Staff, chefs, and tour guides often lack the necessary training in Islamic culture, including religious practices, dietary requirements, and cultural sensitivities.

Proposed Solutions and Strategic Initiatives

To attract a greater share of the halal tourism market, Hanoi has outlined several key initiatives. A pivotal strategy involves advocating for the development of a dedicated halal tourism policy, solidifying its position as a strategic market segment within the broader international tourism strategy. This signifies a significant shift, moving beyond simply adding a product line to a complete repositioning of the destination as inclusive and sustainable.

The city is actively fostering a supportive halal ecosystem. This includes incentivizing investment in halal-certified hotels and restaurants, developing specialized halal tours, and promoting “experiential halal agricultural tourism” – a concept that harmonizes cultural preservation with the preferences of Muslim tourists who seek tranquil, nature-based experiences within authentic rural settings.

Hanoi also recognizes the crucial role of specialized workforce development. This includes organizing training programs for hospitality staff, chefs, and tour guides, collaborating with halal organizations and tourism universities to establish standardized service protocols. Furthermore, the city is exploring mechanisms to support businesses in obtaining halal certifications, connecting them with trade promotion channels, and expanding market reach. A comprehensive communication and marketing strategy targeting Southeast Asia, the Middle East, and South Asia is also underway, involving embassies, halal associations, and international organizations.

Hanoi’s Commitment to Becoming a Leading Halal Tourism Destination

Mr. Tran Trung Hieu affirmed Hanoi’s determination to succeed in capturing this multi-billion dollar opportunity: “The Hanoi Department of Tourism is committed to partnering with businesses and international partners to make Hanoi an attractive, friendly, and professional destination for Muslim travelers.” The city’s proactive approach, combining existing strengths with strategic initiatives to address systemic challenges, positions Hanoi to become a leading destination in the rapidly expanding global halal tourism market.
