Lý Sơn, a strategically vital island outpost for Vietnam, is poised for significant growth as a leading tourism destination. While boasting breathtaking volcanic landscapes, rich history, and unique cultural heritage, the island faces infrastructural and seasonal challenges that hinder its full potential. Efforts are underway to overcome these obstacles and transform Lý Sơn into a thriving hub for both domestic and international tourism, leveraging its inherent strengths to attract visitors and bolster the local economy.

A Volcanic Paradise with a Rich Tapestry of History

Located off the coast of Quảng Ngãi province in central Vietnam, Lý Sơn’s dramatic landscape is the result of millions of years of volcanic activity. Five distinct volcanic craters punctuate the island’s topography, creating a visually stunning panorama of rugged cliffs, intriguing caves, and pristine beaches. This unique geological formation has earned Lý Sơn the moniker “Heaven amidst the Ocean.”

Beyond its natural beauty, Lý Sơn serves as a living testament to Vietnam’s historical claims in the East Sea. The island is deeply interwoven with the nation’s assertion of sovereignty over the Hoàng Sa and Trường Sa archipelagos. Historical sites like the Âm Linh tự temple, the tombs of Hoàng Sa soldiers, and the annual Khao lề thế lính Hoàng Sa ceremony—a ritual honoring fallen soldiers—stand as powerful symbols of national pride and attract visitors interested in exploring Vietnam’s maritime history and cultural heritage.

These sites are not merely historical relics; they are “red addresses” of patriotism, inspiring national pride and attracting tourists both domestically and internationally. The island’s historical significance is further amplified by its role as a crossroads of Sa Huỳnh, Champa, and Đại Việt cultures, showcasing a unique blend of cultural influences that have shaped its identity. This rich tapestry of history and culture adds another layer of allure to Lý Sơn’s tourism appeal.

Currently, Lý Sơn receives approximately 200,000 visitors annually, including around 2,000 international tourists. This number, while significant, represents only a fraction of the island’s potential.

Overcoming Challenges: A Strategic Plan for Development

Despite its considerable advantages, Lý Sơn faces several hurdles in its pursuit of becoming a major tourism hub. According to Nguyễn Minh Trí, Secretary of the Lý Sơn Special Zone Party Committee, the island’s infrastructure remains underdeveloped, tourism products lack diversity and appeal, services are fragmented, and—most critically—the island experiences significant isolation during the winter months due to adverse weather conditions. These factors significantly impact Lý Sơn’s ability to realize its full tourism potential.

To address these challenges, Lý Sơn is implementing a comprehensive strategy aligned with the Party Central Committee’s Resolution No. 26-NQ/TW, focusing on several key areas:

Investing in Infrastructure and Diversifying Tourism Offerings

A crucial element of the strategy involves substantial investment in critical infrastructure projects. These include: the construction of an airport to overcome winter isolation, the development of a marina and passenger port to facilitate smoother access, the installation of an underwater power cable system for the smaller islands, a reliable freshwater supply system connecting the island to the mainland, a modern wastewater treatment system, and the establishment of a Hoàng Sa-Trường Sa history museum to further capitalize on its historical significance. Upgrades to the An Bình port are also planned.

Further diversification of tourism offerings is also planned. This includes the development of new attractions such as themed parks and entertainment complexes, creating a wider range of experiences for visitors. The plan encourages investment in upscale tourism products and services such as luxury resorts and specialized parks. Incentives are being offered for the development of evening entertainment options and cultural performances. Investment in the cultural aspect of tourism will also highlight the historical and cultural richness of the area. This will help attract a wider range of tourists.

Support will be provided to local residents to enhance their homestay services, raising the standard of accommodation to attract a broader tourism base. Experiential tourism opportunities, such as garlic farming tours (renowned for Lý Sơn’s garlic production) and fishing and snorkeling excursions, will be promoted to provide diverse activities for visitors.

Enhancing Marketing and Promotion

The strategy also emphasizes the importance of innovative marketing and promotional strategies. This includes the creation of high-quality tourism publications and promotional materials, the development of a dedicated Lý Sơn tourism app with QR codes at various historical sites, and collaboration with major domestic and international travel agencies to expand market reach. A comprehensive online photo library and an interactive tourism applications will also be developed to further improve the overall tourist experience.

Sustainable Tourism Practices and Capacity Building

Sustainable tourism practices are central to Lý Sơn’s development plan. This includes effective waste and wastewater management, promoting water reuse, and encouraging cremation to reduce pressure on land for burials. These initiatives aim to maintain the island’s natural beauty and create a clean, green, and modern living environment.

The plan also prioritizes strengthening tourism management capacity, fostering collaboration between the government, local communities, and businesses. Strict adherence to zoning regulations to avoid disruptive ad-hoc changes and maintain a strategic and cohesive plan is a key aspect of the strategy.

The plan also aims to increase the capacity of the island’s tourism workforce, providing training and development opportunities to enhance the quality of services and ensure a positive experience for visitors. This will include offering support to local residents for developing homestays and community-based tourism initiatives. The training and development programs will focus on improving customer service skills and ensuring that local businesses are able to meet the needs of a growing tourism market.

Seeking Central and Provincial Support

Secretary Trí emphasized the need for support from central and provincial governments in realizing Lý Sơn’s tourism ambitions. He specifically called for special incentives to attract strategic investors, prioritizing the construction of the Lý Sơn airport to reduce seasonal isolation, and providing support for tourism workforce training and for local residents developing homestays and community-based tourism ventures. These requests highlight the need for collaborative efforts to achieve the island’s development goals.

The Lý Sơn garlic farming, a significant part of the island’s agricultural economy, will also be integrated into the tourism strategy. Visitors will have the opportunity to participate in garlic farming tours, learn about the unique cultivation methods, and purchase locally produced garlic as souvenirs. This will provide a unique and engaging experience for visitors, while also supporting local farmers and promoting the island’s unique agricultural heritage.

The initiative aims to transform Lý Sơn into a self-sustaining model of sustainable tourism, integrating the island’s natural, historical, and cultural attractions into a cohesive strategy that benefits both visitors and residents. The plan recognizes the crucial role of local communities in the success of the initiative and seeks to empower them to participate actively in shaping the island’s future as a prominent tourism destination.

The success of this multi-faceted strategy hinges on collaborative efforts between government agencies, investors, and local communities. By embracing sustainable practices and investing in infrastructure and human resources, Lý Sơn aims to not just attract tourists but to create a vibrant and prosperous future for its residents. The transformation of Lý Sơn into a leading tourism destination will depend on the successful implementation of this plan, ensuring the preservation of its unique character while also meeting the needs of a growing tourism sector. The development of Lý Sơn as a premier island destination represents a blend of economic opportunity and cultural preservation and will require a sustained commitment to responsible tourism.
