Vietnam Appoints New Deputy Directors for National Tourism and Finance Planning

Hanoi, Vietnam – In a ceremony held in Hanoi on June 30th, the Ministry of Culture, Sports and Tourism (MoCST) announced the appointment of two new deputy directors to key positions within the Ministry. The appointments, overseen by Deputy Minister Lê Hải Bình, a member of the Central Committee of the Communist Party of Vietnam, aim to strengthen the leadership and effectiveness of the National Tourism Administration and the Department of Planning and Finance. These appointments highlight the Vietnamese government’s commitment to bolstering its tourism sector, a key driver of economic growth, and ensuring robust financial management within the MoCST.

The MoCST issued two decisions, numbered 2088/QĐ-BVHTTDL and 2128/QĐ-BVHTTDL, formalizing the appointments. These decisions, in line with the MoCST Party Committee’s plan to reorganize leadership within its subordinate agencies and the Party’s resolution on personnel matters, reflect a strategic effort to optimize the Ministry’s structure and performance.

Decision 2088/QĐ-BVHTTDL appointed Ms. Nguyễn Thị Hoa Mai as the new Deputy Director of the Vietnam National Administration of Tourism (VNAT). Ms. Mai, previously the Deputy Director of the Department of Basic and Foreign Information, brings a wealth of experience to her new role. The appointment is effective immediately.

Simultaneously, Decision 2128/QĐ-BVHTTDL appointed Ms. Khương Thị Nhàn as the new Deputy Director of the Department of Planning and Finance. Ms. Nhàn, formerly the Head of the Finance and Accounting Department at the Department of Vocational and Continuing Education within the Ministry of Education and Training (MoET), will serve a five-year term. This appointment also took effect immediately.

Deputy Minister Lê Hải Bình, in his address at the appointment ceremony, emphasized the critical roles played by both the VNAT and the Department of Planning and Finance within the overall functioning of the MoCST. He highlighted the VNAT’s clearly defined quantitative targets, subject to monthly review, underscoring the importance of performance-based accountability in the tourism sector. He further stressed the Department of Planning and Finance’s crucial involvement in a wide range of vital ministerial activities. This emphasis underscores the strategic importance placed on these two departments in achieving the MoCST’s broader objectives.

“The Vietnam National Administration of Tourism and the Department of Planning and Finance are two units that hold very important responsibilities in the overall operation of the Ministry of Culture, Sports and Tourism,” Deputy Minister Lê Hải Bình stated. “The Vietnam National Administration of Tourism is one of the units with clear quantitative targets, which are reviewed monthly. The Department of Planning and Finance is involved in many important tasks of the Ministry.”

Both Ms. Mai and Ms. Nhàn have extensive professional backgrounds. Their successful track records in previous roles demonstrate their competence and suitability for their new positions. Deputy Minister Lê Hải Bình expressed his confidence in their abilities, urging them to adapt quickly to their new responsibilities and continue to demonstrate their dedication and commitment to excellence.

“I wish you both a quick adaptation to your new roles and a continued demonstration of your capabilities, sense of responsibility and dedication. I hope you will continue to contribute to the development of your units and the overall development of the sector,” Deputy Minister Lê Hải Bình said.

Ms. Mai, in her acceptance speech, expressed gratitude to the MoCST leadership for their trust and confidence. She also extended her thanks to her former colleagues for their support. She outlined her commitment to contributing to the growth of the tourism sector, aiming to play a part in establishing tourism as a leading economic driver for Vietnam. This ambition reflects the government’s broader economic strategy.

“I would like to express my gratitude for the care, trust, and assignment of responsibilities from the leadership of the Ministry of Culture, Sports and Tourism; and I also thank the leaders and colleagues of my former unit for their support in helping me to successfully complete my tasks,” Ms. Mai said. “I will strive to complete the assigned tasks in the coming time. In particular, I will contribute to the development of the tourism industry, contributing my small part to making tourism a spearhead economic sector of the country. To do this, besides my own efforts, I hope to receive the attention and support of the leadership of the Ministry of Culture, Sports and Tourism, the departments, agencies, and units under the Ministry, and my colleagues in the Vietnam National Administration of Tourism.”

Ms. Nhàn also expressed her determination to meet the challenges of her new role, pledging to work diligently to fulfill her responsibilities and live up to the expectations placed upon her. Her commitment to excellence mirrors the dedication expected of all senior officials within the Vietnamese government.

“I will continue to strive to complete the assigned tasks, worthy of the care and trust of the Ministry of Culture, Sports and Tourism’s leadership,” Ms. Nhàn stated.

Broader Context: Vietnam’s Tourism Sector and Government Strategy

The appointments come at a crucial time for Vietnam’s tourism sector, which has experienced significant growth in recent years but also faces ongoing challenges, including global economic uncertainty and competition from other regional destinations. The government’s focus on strengthening the leadership of the VNAT reflects a commitment to maintaining momentum and addressing these challenges effectively. The appointment of strong leaders with proven track records is seen as a key step in achieving these goals. The emphasis on financial management within the MoCST further indicates a commitment to fiscal responsibility and transparency in the allocation of resources.

The appointments of Ms. Mai and Ms. Nhàn represent a strategic move by the Vietnamese government to strengthen the capacity of its key agencies in managing and developing the tourism sector. Their experience and commitment suggest a positive outlook for the continued growth and success of the Vietnamese tourism industry.

The strategic appointments of Ms. Nguyễn Thị Hoa Mai and Ms. Khương Thị Nhàn to key leadership positions within the MoCST underscore the Vietnamese government’s commitment to robust tourism sector growth and effective financial management.
