The first half of 2025 witnessed an unprecedented surge in international tourism to Vietnam, exceeding expectations and solidifying the country’s position as a leading destination in the Asia-Pacific region. Driven by a combination of open visa policies, improved infrastructure, and a post-pandemic shift in global travel trends, Vietnam welcomed nearly 10.7 million international visitors, marking a significant rebound and exceeding even pre-pandemic levels. This remarkable growth has fueled economic expansion across numerous sectors, injecting vital energy into the national economy.

A Stellar Six Months for Vietnamese Tourism

Vietnam’s tourism sector experienced a phenomenal first six months of 2025, far surpassing previous years and showcasing the country’s growing appeal to international travelers. This success is not merely a post-pandemic recovery, but a substantial leap forward, establishing Vietnam as a significant player on the global tourism map. This positive trend was highlighted by Prime Minister Phạm Minh Chính, identifying tourism as one of the top ten outstanding achievements in the first half of the year during a government meeting with local authorities.

According to the Vietnam National Administration of Tourism (VNAT), nearly 10.7 million international tourists visited Vietnam in the first six months of 2025, representing a remarkable 49% achievement towards their annual target of 22-23 million visitors. This figure signifies a 20.7% increase compared to the same period in 2024 and a significant 25.7% surge compared to the pre-pandemic period of the first half of 2019. In fact, the number of international tourists during this period even surpassed the total number of international visitors for the entire year of 2016, which stood at 10 million.

This impressive growth is attributed to several key factors. The VNAT emphasizes the significant contribution of Vietnam’s liberal visa policies, including visa exemptions and streamlined e-visa processes. The agency also highlights the success of renewed tourism promotion efforts and the diversification of tourism products and services. Specifically, targeted promotional campaigns in key European markets such as Germany, France, Italy, Switzerland, and Poland yielded remarkable results. Furthermore, strategic marketing initiatives leveraging film tourism, media partnerships, and digital platforms have effectively enhanced Vietnam’s presence in major international markets.

Huỳnh Phan Phương Hoàng, Deputy General Director of Vietravel, a leading Vietnamese travel agency, echoed these sentiments. She attributed Vietravel’s robust growth in international tourism to the government’s open visa policies, improvements in aviation infrastructure, and the post-COVID-19 shift in global travel patterns. “Furthermore,” she explained, “Vietnam is increasingly recognized as an attractive destination, thanks to its diverse offerings, reasonable prices, and concerted national branding efforts. Many tourism businesses have proactively restructured their inbound market products and intensified marketing campaigns in key markets such as Northeast Asia, Europe, Australia, and India to capitalize on this trend.”

Vietluxtour, another prominent travel agency, also reported exceptionally positive results. Trần Thị Bảo Thu, a representative of the company, revealed a 20% increase in international tourists compared to the same period in 2024, with a particularly notable rise in Russian visitors. To further attract international clientele, Vietluxtour expanded its reach beyond its established European and American markets to include South Korea, India, Sri Lanka, and Australia. Their proactive strategy included the development and promotion of specialized tours focused on culture, history, event-based tourism, and MICE (Meetings, Incentives, Conferences, and Exhibitions) tourism, offering diverse packages ranging from all-inclusive tours to customized itineraries and individual services.

Vietnam’s Tourism Success: A National Spotlight

The extraordinary growth of Vietnam’s tourism sector is not just a business success; it’s a national achievement, reflecting the country’s growing global appeal and its strategic efforts to develop this critical industry. Mr. Bùi Hoài Sơn, a member of the National Assembly’s Committee on Culture and Society, underscored this success, referring to its significant contribution to the nation’s overall progress.

Air travel played a pivotal role in this growth, accounting for almost 9.1 million of the total 10.7 million international arrivals. This showcases the crucial role of improved aviation infrastructure in facilitating tourism expansion. While land and sea routes currently contribute less to overall visitor numbers, they represent untapped potential, particularly as border and coastal provinces enhance connectivity and develop new tourism products.

The data reveals a clear trend towards higher-quality tourism experiences: beach resorts, MICE tourism, golf tourism, medical tourism, culinary tourism, and culturally immersive experiences are all gaining popularity and attracting discerning international travelers. This demonstrates Vietnam’s ability to cater to a diverse range of tourist interests and preferences.

Opportunities and Strategies for Continued Growth

While the first half of 2025 shows extraordinary results, Vietnam aims to welcome 22-23 million international tourists by the end of the year. To achieve this ambitious goal, Vietnam needs to attract an average of 1.9-2 million international tourists per month for the remainder of the year. This requires a multifaceted approach, capitalizing on existing strengths while addressing potential challenges.

Bùi Thanh Tú, the Communications Director of BestPrice, a prominent travel company, emphasized both opportunities and challenges. “Despite existing difficulties,” he noted, “we also benefit from favorable factors. Northeast Asian markets such as China, South Korea, and Japan are gradually recovering, while ASEAN and Europe remain stable sources of tourists. Furthermore, newly expanded visa policies, offering broader visa exemptions and extended stay durations, make Vietnam more attractive to international visitors.”

Mr. Tú proposed four key strategies to enhance international tourist arrivals:

First: Intensify marketing efforts in existing key markets and emerging markets. This means accelerating promotional activities in rapidly recovering markets like South Korea, Australia, India, and the Middle East, and expanding premium service offerings to high-spending markets like Australia, the United States, Switzerland, and Poland. India, in particular, represents a significant potential market requiring tailored tourism products, such as wedding-integrated tours and culturally focused experiences emphasizing culinary explorations.

Second: Optimize visa and direct flight policies. This entails increasing the frequency and establishing new direct flights to major cities in Australia, the United States, and Eastern Europe. The implementation and clear communication of e-visa and visa-exemption policies must be expedited to ensure ease of access and encourage visitor confidence.

Third: Generate excitement through special events and innovative tourism products. Organizing international festivals, countdown events, and cultural and culinary festivals at major destinations will create memorable experiences. Introducing “expert-guided tours” or “wellness tourism” programs and promoting eco-tourism and culturally immersive experiences—areas shown to be of significant interest to international tourists—will further enhance Vietnam’s appeal.

Fourth: Encourage public-private partnerships. Local governments need to collaborate closely with businesses to promote tourism, execute marketing campaigns, and manage events at tourist destinations. Airlines, OTAs (Online Travel Agencies), and major travel agencies should receive support in developing attractive, all-inclusive, easy-to-book, easy-to-travel, and easy-to-experience tourism packages.

Vietluxtour further proposed a stronger focus on online marketing and developing a dedicated Vietnamese e-commerce platform for tourism. Ms. Trần Thị Bảo Thu highlighted the success of China’s Ctrip.com, a popular platform amongst both domestic and international tourists, suggesting that leveraging technology to enable users to easily book seamless travel experiences is crucial in today’s digital age.

Vietnam’s Tourism: Highest Growth in Asia-Pacific

The World Tourism Barometer (May 2025) released by the United Nations World Tourism Organization (UNWTO) has highlighted Vietnam’s exceptional performance. Vietnam’s international tourism growth in the first quarter of 2025 was the highest in the Asia-Pacific region, with a remarkable 30% increase compared to the same period in 2024. Moreover, Vietnam ranked second in terms of international tourist recovery (a 34% increase compared to 2019) and fourth in terms of overall tourism revenue growth (29% increase compared to 2024).

Rebranding Opportunities: A Fresh Perspective

The administrative restructuring and renaming of certain locations present both challenges and opportunities for the tourism sector. International tourists require time to familiarize themselves with new names, necessitating adjustments to travel documents, maps, and marketing materials. However, this also offers a chance to refresh the image of destinations, enhance storytelling, and further build brand recognition. Nguyễn Nguyệt Vân Khanh, Marketing Director at Vietravel, suggests a phased approach, using both new and old names initially to ease the transition. She points to a need to promptly update websites, maps, tour offerings, and promotional content to adapt to the revised administrative nomenclature.

Vietnam’s Rising Global Tourism Status

Data released by the General Statistics Office on July 5th, 2025 underscores the positive momentum in Vietnam’s tourism sector. The country welcomed almost 10.7 million international visitors in the first six months of 2025, indicating an impressive 21% year-on-year increase and significantly surpassing pre-pandemic levels. Moreover, the dominance of air travel, accounting for nearly 9.1 million arrivals, signals effective infrastructure support and the growing attractiveness of Vietnam’s tourism industry. While ground and sea transportation currently contribute minimally, their growth potential is substantial, contingent on the continued development of border and coastal regions.

However, the country’s ambitious goal of 22-23 million international visitors in 2025 necessitates further efforts to overcome existing challenges. Key strategies include widening visa exemptions, extending visitor stay durations, promoting multi-point electronic visas, and significantly upgrading the soft infrastructure, encompassing everything from improved tourism information to enhanced wayfinding, environmental cleanliness, and exceptional customer service.

Tourism has evolved from mere sightseeing to immersive experiences, shaped by even the smallest details—from a welcoming smile to rapid responsiveness in customer service. Vietnam must concentrate on enriching the experiential aspect of its tourism offerings by connecting more strongly with cinema, literature, music, intangible cultural heritage, and other unique aspects of its contemporary culture. The focus should go beyond showcasing attractive destinations and beautiful scenery to fostering deeper cultural engagement that keeps visitors coming back for more.

Da Nang’s Tourism Triumph: Near 4 Million Visitors

Da Nang reported welcoming almost 4 million visitors in the first half of 2025. The period between May 31st and June 28th, coinciding with the 2025 Danang International Fireworks Festival, saw approximately 1.17 million visitors, representing a 10.3% increase compared to the same period in 2024. Accommodation, food, and beverage revenues for the first half of 2025 are estimated at over 18.2 trillion VND. Da Nang’s ongoing efforts to secure new flight routes linking it to international tourism hubs are paying off; notably, the launch in June of Emirates’ four weekly flights from Dubai, using a Boeing 777-300ER, is a significant achievement resulting from two years of negotiations between the city and the airline, highlighting the significant investment required to attract high-value travelers.

The strong performance of Vietnam’s tourism sector in the first half of 2025 demonstrates the significant potential of this industry for national economic growth, but continued investment in infrastructure, marketing, and improving customer service will be necessary to sustain this momentum.
