HANOI, VIETNAM – Vietnam’s tourism sector is poised for an unprecedented surge at the close of 2025, aiming to welcome a record-breaking 25 million international visitors, a target that, if achieved, will mark the highest number of foreign tourists in the nation’s history. This ambitious goal, fueled by a more open visa policy, new flight routes, and a diverse array of services, represents a significant leap forward for Vietnamese tourism on the global stage.

Strong Momentum Propels Nation Towards Ambitious Target

The first nine months of 2025 have already seen Vietnam welcome an impressive 15.4 million international tourists, with September alone recording 1.52 million visitors, a substantial 19.5% increase compared to the same period last year. This performance means the tourism industry has successfully achieved over 61% of its annual target, signaling a robust recovery and a promising future.

Data from Google Destination Insights, a tool that tracks travel trends, further underscores this burgeoning interest, showing international searches for Vietnam as a destination have grown by 10-25% year-to-date, placing the country seventh globally in search volume. The United Nations World Tourism Organization (UNWTO) has also recognized Vietnam’s rapid ascent, naming it the country with the fastest international tourist growth rate in the first half of 2025, at an impressive 21%.

However, to reach the ambitious goal of 25 million international visitors, Vietnam must attract approximately 9.6 million more tourists in the final quarter of the year, spanning October to December. Based on the current growth trajectory, with an average of 1.7-1.8 million arrivals per month, Vietnam is projected to reach between 20 and 21 million visitors by year-end, fulfilling 80-84% of its objective. The success of the 25 million target hinges significantly on the peak year-end season and the effectiveness of supportive policies, particularly the expanded e-visa program, the increase in international flight connectivity, and the appeal of a vibrant calendar of festivals and new tourism products.

Strategic Policy Shifts and Digital Innovation Drive Growth

Pham Hai Quynh, Director of the Asian Tourism Development Institute, commented on the surge, stating, “This is not a random outcome but the result of bold adaptation and innovation. Vietnam’s earlier reopening compared to many other nations has created a clear competitive advantage.”

This momentum is largely attributed to foundational policies, including increasingly streamlined visa regulations, the expansion of e-visa services, and extended visa-free periods for key markets, which are considered the “golden key” to attracting a new wave of tourists.

Concurrently, Vietnam’s promotional efforts have entered a new era. Moving beyond traditional media, the tourism sector has aggressively embraced digital platforms. This includes digitizing destination data and launching international communication campaigns with the compelling message, “Vietnam: Go to Love!”

Businesses and Evolving Consumer Trends Fueling Expansion

Travel agencies are considered a crucial “spearhead” in achieving the 25 million visitor goal, not only by directly creating attractive offerings but also by ensuring visitor satisfaction and encouraging repeat visits. From a business perspective, the growth trend is clearly evident.

Bui Thanh Tu, Marketing Director at BestPrice, reported that his company has seen a 130% growth compared to the same period in 2024 and aims to reach 150% growth this year. A noteworthy observation in the late 2025 tourism landscape, according to Tu, is the shift from emerging markets. “Tourist numbers from Poland have tripled since Vietnam introduced visa-free entry for its citizens, demonstrating the effectiveness of flexible visa policies,” Tu noted. He added that while visa policies are significant, businesses are also observing new consumption trends among international travelers.

Similarly, Nguyen Hoai Thu, Director of Saigontourist Hanoi Branch, indicated that during the summer of 2025 alone, international bookings for long-stay tours to Vietnam from Europe increased by over 25% compared to the previous year. “The primary appeal lies in the diversity of itineraries, encompassing islands, heritage sites, culinary experiences, and cultural immersion,” Thu explained. “This is also the target customer segment we are focusing on. We are developing more premium products that link heritage sites with islands and modern urban centers, aiming to extend stays and increase the likelihood of return visits.”

Nguyen Nguyet Van Khanh, Marketing Director at Vietravel, echoed this sentiment, reporting a 125% increase in international bookings for the year-end period compared to the previous year. The strongest growth has been observed from China, Europe, English-speaking markets, and notably, India.

New Horizons: Green Tourism and Personalized Experiences Gain Traction

To achieve the record 25 million international visitors in 2025, beyond traditional offerings like beach destinations (Phu Quoc, Nha Trang, Da Nang) and cultural-historical sites (Hanoi, Hue, Hoi An, Ho Chi Minh City), Pham Anh Vu, Director of Du Lich Viet, highlighted the significant emergence of green tourism, personalized retreats, and long-stay options. “We are seeing many groups of experts and international clientele booking stays of one to three months in Phu Quoc, Hoi An, Ninh Binh, and Da Lat,” Vu stated. “This segment of travelers has a high spending capacity and demands specialized and stable services.”

While traditional Asian markets such as China, South Korea, and Malaysia continue to represent a substantial portion of arrivals, India, the Middle East, and Europe are emerging with growth rates of 40-50%, particularly in the long-stay and MICE (Meetings, Incentives, Conferences, and Exhibitions) segments.

Government Initiatives and Global Promotion Bolster Tourism’s Rise

According to Pham Van Thuy, Deputy Director General of the Vietnam National Administration of Tourism, the sector’s performance in the past nine months is a direct result of strategic policies advised by the Ministry of Culture, Sports and Tourism and implemented by the National Administration of Tourism. Key among these are Resolution 11 and Resolution 44, which introduced visa exemptions for citizens of numerous countries, Directive 34 to stimulate tourism development, and Decision 14 on electricity pricing to reduce accommodation and service costs.

In parallel, the tourism sector has ramped up its promotional efforts at various international events. These include participation in the ATF 2025 Forum and TRAVEX Fair in Malaysia, the ITB Berlin 2025 Fair in Germany, a Vietnam tourism promotion program across seven European nations, as well as in South Korea, Japan, and India. Furthermore, Vietnam’s allure was showcased through cinema at the Cannes Film Festival.

Domestically, prominent activities such as the Hue National Tourism Year 2025, the Vietnam International Tourism Fair, Ho Chi Minh City Tourism Day, and ITE Ho Chi Minh City have generated widespread impact. Notably, the “Vietnam: Go to Love!” stimulus program has garnered strong support from the business community, leading to the introduction of numerous high-quality, reasonably priced new products and services.

Beyond policy and promotion, domestic factors are also contributing to the tourism boom. Major political and cultural events, such as the 50th anniversary of the Reunification of the country and the 80th anniversary of National Day on September 2nd, have attracted numerous visitors. Tourism businesses have consistently innovated their offerings, launched new international flight routes, improved infrastructure, and streamlined immigration procedures.

The consolidation of administrative units and the implementation of a two-tier local government model have also opened new avenues for development, fostering regional linkages and the creation of inter-provincial tourism products. Simultaneously, some businesses are focusing on revitalizing traditional values and intensifying marketing efforts to build sustainable goodwill.

Addressing Challenges for Sustainable Growth

Despite Vietnam’s impressive tourism growth, outperforming many regional counterparts, there remain gaps in services, infrastructure, and product development that necessitate a cohesive strategy for sustainable advancement. Behind the rapid growth, challenges persist.

A September 2025 survey by UN Tourism indicated that rising transportation and accommodation costs are prompting tourists to opt for closer destinations, shorter trips, and tighter budgets. While Vietnam leads in growth rate, it faces significant internal challenges. These include inconsistent service quality, with a lack of professionalism in some emerging destinations impacting visitor experiences. In popular areas, overcrowding strains the environment and infrastructure, diminishing the overall tourist experience. Furthermore, connectivity infrastructure remains a bottleneck. Expressways, airports, and inter-provincial transportation are struggling to keep pace with growth, limiting the full potential of mountainous and ecological tourism. Additionally, tourism products lack sufficient depth and innovation.

To achieve the 2025 targets of welcoming 25 million international visitors, 120-130 million domestic tourists, generating revenue of VND 980,000-1,050,000 billion, creating 5.5 million jobs, and improving the global tourism competitiveness ranking by at least two places, Pham Van Thuy, Deputy Director General of the Vietnam National Administration of Tourism, emphasized the need for accelerated action.

Nevertheless, the 25 million international visitor target is considered entirely achievable as Vietnam enters the final months of 2025, experiencing a notable surge in international arrivals. This period also marks the peak season, featuring major events and festivals such as Christmas and New Year’s Day, complemented by a vibrant array of cultural and entertainment activities across the country.
