The country’s projected growth in this sector is significant, driven by a combination of advanced medical technology, affordable costs, and stunning natural landscapes. This ambitious plan involves substantial investments in infrastructure, workforce training, and strategic marketing.

According to the Ministry of Culture, Sports, and Tourism (MCST), the global market reached $100 billion in 2024, with an annual growth rate projected between 15% and 25%. Vietnam is well-positioned to capture a significant share of this expansion. In 2024, the Vietnamese medical tourism market was valued at approximately $700 million, but projections indicate a dramatic increase to nearly $4 billion by 2033, representing an average annual growth rate of 18%. These figures underscore the immense potential and considerable room for growth within the Vietnamese medical tourism sector.

Government Support and Strategic Initiatives

As Deputy Minister of Health Tran Van Thuan highlighted at a recent national conference on sustainable medical tourism, the government’s commitment is enshrined in multiple policy documents, including the 2017 Tourism Law, Politburo Resolution No. 08, the National Health Strategy to 2030 with a vision to 2045, and Prime Minister’s Dispatch No. 34 on boosting double-digit economic growth. These policy frameworks provide the necessary legal and political backing for the industry’s development.

Deputy Minister Thuan emphasized the country’s advanced healthcare infrastructure, equipped with modern hospitals and facilities. He highlighted the proficiency of Vietnamese medical professionals, citing advancements in cardiac intervention, fetal intervention, and organ transplantation, demonstrating their expertise on the global medical stage. Furthermore, the relatively lower costs compared to many other countries, combined with the scenic natural beauty and welcoming culture, offer a compelling value proposition for international patients.

The 2025-2030 Medical Tourism Development Plan

The Ministry of Health and the MCST are jointly implementing a comprehensive development plan for medical tourism from 2025 to 2030. This plan aims to establish Vietnam as a premier healthcare center in the region. To achieve this ambitious goal, Deputy Minister Thuan outlined several key initiatives. Firstly, the plan prioritizes enhancing the quality of healthcare services to meet international standards. This includes the development of hospitals and medical centers with the capacity to effectively manage and treat international patients. Secondly, the plan emphasizes the importance of improving foreign language skills among medical professionals to ensure effective communication and build trust with international patients. This human element is crucial for a positive patient experience.

Expanding Service Offerings and Packages

Beyond infrastructure and language skills, Vietnam recognizes the need to develop comprehensive and appealing service packages. These aren’t simply medical treatments; they’re holistic experiences. The plan calls for creating a diverse range of packages catering to various needs, including:

  • Wellness and rejuvenation packages: Focusing on improving overall health, mental well-being, stress reduction, and relaxation.
  • Cosmetic and dental packages: Offering procedures such as skincare treatments, cosmetic surgery, and dental work.
  • Surgical and rehabilitation packages: Encompassing various surgical procedures alongside physiotherapies and other rehabilitation services.
  • Infertility treatment packages: Providing access to assisted reproductive technologies such as in-vitro fertilization.
  • Comprehensive medical tourism packages: Combining medical check-ups and treatments with tourism activities, including visa assistance, airport transfers, accommodation, leisure activities, dining, insurance, and online reimbursement services.

These packages are designed to create a seamless and comfortable experience for medical tourists.

Leveraging Vietnam’s Existing Tourism Strengths

Ha Van Sieu, Deputy Director of the Vietnam National Administration of Tourism, highlighted the synergistic relationship between tourism and healthcare. Tourism inherently contributes to health and well-being, and Vietnam, with its stunning coastline, diverse natural landscapes, and rich cultural heritage, is already a popular international tourist destination. This existing tourism infrastructure and appeal can be leveraged to boost medical tourism. He emphasized the need for further strengthening of supporting infrastructure and services.

Enhancing Policy and Regulatory Frameworks

Sieu stressed the importance of further refining the policy and legal frameworks. This includes streamlining medical visa processes, promoting public-private partnerships, and actively engaging the private sector in accordance with Politburo Resolution No. 68. He also emphasized other crucial aspects of development.

A Comprehensive Approach to Development

The development of Vietnam’s medical tourism sector requires a multi-pronged approach. Key elements include:

  • Developing and delivering comprehensive medical tourism packages: These packages should integrate all aspects of the patient’s experience to ensure seamless service.
  • Organizing and coordinating services: This includes effective coordination of transportation, reception, consultation, service provision, procedural assistance, translation services, and more.
  • Strengthening marketing and promotion: A robust and modern marketing strategy is crucial to raise awareness and attract international patients. This should include building a strong national brand identity in the global medical tourism market.
  • Ensuring high-quality services and customer satisfaction: This necessitates continuous improvement in infrastructure, personnel training, and service delivery to meet international standards.
  • **Implementing comprehensive travel insurance:**Providing comprehensive travel insurance tailored to medical tourism is essential to provide clients peace of mind and mitigate potential risks.

This comprehensive approach, encompassing both service development and promotion, considers every aspect of the patient’s journey.

A Coordinated National Branding Strategy

A major focus will involve the implementation of a comprehensive coordinated national marketing campaign promoting Vietnam’s medical tourism sector. The goal is to build a strong and easily recognizable national brand in the international medical tourism marketplace. This coordinated approach ensures that Vietnam gains significant recognition across the global healthcare and tourism landscape.
